Notes and Reminders
* Action items: All action items require a motion, a second and a vote (even seemingly simple things like the agenda and meeting minutes need to be voted on). Remember that principals and student members are not voting members, so even if they are designated as an owner of an action item, the voting members of the council will be responsible for motioning, seconding and voting on the item.
* Discussion items: These are agenda items that solicit feedback from council members. They do not require a vote.
* Informational items: It is common for councils to receive updates throughout the school year related to the day-to-day management of the school or district happenings. Informational items are usually meant to keep the council up to date on important topics even if they do not fall under the purview of the council. These items do not require a vote.
* Running the first meeting: Note that in this agenda the principal runs most of the meeting until the point at which officers are elected and the newly elected chair takes the lead. This is a great practice as there will not technically be a standing chair at the beginning of the first meeting of the year. (Note: if the previous chair is still sitting on the council, they are welcome to run the beginning of year meeting until a new chair is elected)
* Staffing your committees: Remember that all SGC members should be a part of at least one committee. The Budget and Finance Committee and the Communications and Outreach Committee require a Chair (any voting SGC member), the principal, three voting SGC members and can have up to three additional SGC or external members. Also, every school needs a Principal Selection Committee regardless of whether they believe that their principal position might become vacant. This committee is comprised of the SGC Chair and three additional voting SGC members.
* Nominating a representative for the Superintendent’s Parent/Community Advisory Council: All schools are asked to select a representative to serve on the Superintendent’s Parent/Community Advisory Council. This group meets monthly with the superintendent to provide feedback and receive updates on important issues affecting FCS schools and local communities. Meeting dates/times/locations will be sent out to representatives prior to the first advisory council meeting. If a representative is unable to attend a meeting, another member of the council can attend in their place.
* Drafting your next meeting agenda: It is a best practice to draft an agenda for your next meeting at the end of each meeting to help your council plan its upcoming work. If unforeseen events require a council to modify the agenda, the council can simply edit the agenda and vote to approve the modified agenda at the beginning of the next council meeting.

The meeting was called to order at 8:04 am. Council members took time for introductions and opportunities to welcome new members. Ms. Cassidy nominated Patrice Payment for the vacant community member seat. The nomination was approved by a unanimous vote.

Principal Selection Committee: Hilary Moskowitz, Jessica Bowdoin, Daneen Greer, Tracy Duncan (All schools must staff a principal selection committee even if there is no anticipated vacancy).
Ms. Cassidy updated the council on the SEAT enrollment process and potential staffing adjustments due to enrollment. We are about 20 students under our projected enrollment and may potentially lose a teacher allocation.
The council approved $21, 301.65 in charter dollar expenditures for Boxing Club, Saturday School Buses and supplies, field trip buses, the 8th grade field trip, the media center books and maker space, and a repair to our school marquee. Expenditures include the following items:

Officer Training (Required for All Council Officers)
Our Chairs, Vice-Chairs and Parliamentarians serve as leaders on their councils and liaisons within their communities. This training will offer our officers the opportunity to learn from the Governance Team and each other about council responsibilities and tactics for focusing the work of their teams on the strategic vision of their school.
Cross Council Opportunities
The Governance Team is excited to share with you that we will be hosting a series of Cross Council meetings meant to support SGCs with the task of aligning their work for the school year to the strategic goals and initiatives of their specific school as well as those of the district. These sessions will offer members the opportunity to work and hear from councils around the district and engage in discussions with the Governance & Flexibility Team. The meetings will take place in-person at the dates/times/locations below. We encourage all SGCs to select up to two members to attend one of the sessions and register to attend using the links below. Note, each session will cover similar content, so your team does not need to register for multiple sessions.

Information and Discussion Items:
The meeting was called to order at 7:48 am.
Ms. Cassidy discussed potential development opportunities and requirements for SGC council officers, as well as meeting dates and attendance by SGC council members.
Ms. Cassidy reviewed the results of SGC self-assessment with the council, calling for a need to focus on communication about the how and why of SGC for the coming school year. Main initiative discussed was the creation/continuation of a section of the weekly newsletter.
Ms. Cassidy did a walkthrough of the metrics from the district-level re-assignment of strategic plan models and goals, which include 6 main areas and metrics from which schools (and councils) can choose for areas of focus for improvement or maintenance of goals. The discussion linked previous year’s data from academic achievement and survey results to the metrics and goals proposed.
The council approved $12,550 for seated chorus risers, bus costs for away sports games, referee costs for sports games, new basketball uniforms, and a school library partnership with the nonprofit organization, Page Turners Make Great Learners.
The council set a next meeting date for December 4th.

Information and Discussion Items:
The meeting was called to order at 7:50 am.
Ms. Cassidy discussed the approval of meeting dates in the spring and the council’s need to await finalizing schedules for certain meetings because there will be specific window dates for items that will require SGC attention. The council agreed.
Ms. Moskowitz updated the council on her attendance and notes from a September Superintendent Advisory Council meeting, which focused primarily on safety and security updates for the county, expansion of CTAE offerings, and virtual learning.
Ms. McLaurin also updated the council about her attendance and notes from the October Superintendent Advisory Council meeting, which included discussion of new budgeting parameters, calendar scheduling, and potential redistricting needs for the coming school year.
The council approved $6157.50 in charter dollar expenditures for PBIS store supplies, additional seated risers for chorus, technology fines amnesty fund, and the 7th grade ELA Star Lab experience.

Moskowitz & McLaurin went to council meetings. HM’s meeting attended was on safety and security and she summarized: They’re using software monitoring called Linewize on student laptops to identify threats, which are flagged to a system actively monitored and threats can be responded to in minutes. Does not monitor personal cell phones and devices but does monitor any FCS device even on home WiFi networks. Parent app will be rolling out at some point in the future. Town halls incoming for different aspects of digital citizenship. Expansion of CTAE offerings, increase in STEM labs, higher grad rate for children going through CTAE programs, increase in virtual learning and hiring of adjunct teachers to supply that instruction.
Coverage at AM’s meeting: budgeting – loss of media paraprofessionals, enrollment is down but budget is increasing and county has to find ways to reduce funding. Changes to budget parameters – counselor ratio reduction only gives us one counselor but flex spending not available so we can’t purchase the second counselor. Not gaining the AP position due to enrollment. Discussion of redistricting based on low enrollment (less than 450 students). Voting on calendar changes for next year.

Information & Discussion Items:
The meeting was called to order at 7:48 am.
Principal Cassidy reviewed the budget proposal and supporting background information relevant to the creation of the budget, such as the tie to strategic priorities and the various funding allocations involved. She discussed the various factors that led to this year’s adjustments and provisions and council members discussed before voting to approve next year’s budget allocations.
Within this discussion, Principal Cassidy also reviewed the metrics and our current standings for meeting our strategic priority goals for this year—we are currently on track to meet each of the stated goals for the 2024-25 school year.
Principal Cassidy and Ms. Kinsey (SGC Facilitator) reviewed our member candidates for next year; our council has candidates for vacant positions (teacher and parent) to be voted on in the upcoming election cycle.
Principal Cassidy led a review of the previous purchases made in this year’s allocation of SGC Charter Dollars and presented new proposals for vote in this meeting. All were approved by the council, and our council has now spent 100% of the charter dollars for the year, meeting one of our strategic goals for the year.
Principal Cassidy reviewed the current status of our school’s Milestones Testing preparations and our initiatives for responding to students’ academic areas of need.
The council confirmed the next meeting date.

Information & Discussion Items:
The meeting was called to order at 7:50 am.
Principal Cassidy called for reports from any recent parent or teacher Superintendent Advisory Council meetings; however, there were no members present at these meetings. Principal Cassidy reported on the most recent principal’s meeting for the Superintendent Advisory Council. The topics of discussion were surrounding the district’s addition of laptop insurance for next year, the enrollment tracking measures recently implemented at the district level, and the new state law for K-8 schools regarding cell phones for next year and the adjustments that schools and students will need to make in preparation for that.
Principal Cassidy reviewed our council members rolling off this year (Moskowitz, Keown, and Madigan) and provided information on council members joining for next year (Lyles, Suggs, Hoschek, and Taylor). The council will schedule a virtual meeting next week to formally welcome those members.
Principal Cassidy led a review of the current status of our SGC budget from this year. We have an outstanding balance of $456.31, and a potential balance of $2,000 due to necessary investigation into money already approved toward amnesty for this year’s technology fines. The council discussed expenditure options for remaining funds and approved putting this toward necessary classroom and printing supplies.
Principal Cassidy reviewed the end-of-year preparations for the last week of school’s events and ceremonies, the PTA Spring Fling on Friday, and the state of teaching (ongoing) and grading (final grade deadline: 5/16).
The council completed the reflection form for the year and discussed opportunities for improvement in community outreach next year.
